Oklahoma Training Approval System

What is the Oklahoma Training Approval System (OTAS)?


What are the three levels of the training approval system?  As requested by the OKDHS Oklahoma Child Care Services, a tiered level training system has been established, as well as an approval entity, the Center for Early Childhood Professional Development (CECPD).  This system is effective June 1, 2003. 


provider reading to childrenTier I training represents the largest and most required level of training for providers including conferences.  This type of training helps providers meet their annual training hour requirements for licensing and the Stars program.  This training will not need approval from CECPD.


Tier II training is increasingly in demand and includes training on a specified topic related to child care and must be at least four hours in length.  This training assists child care directors in meeting initial Stars requirements, the Bronze Level of the Oklahoma Director's Credential, and providers working toward a national credential.  This training must be approved by CECPD and is limited to four to six hours in length.

For institutions such as higher education and career technology that are providing non-credit bearing training to child care providers, these entities must be aware that "Tier II" can only be denoted on the training certificate generated by the institution if the training is on a specific topic and at least four hours in length.  We would encourage these institutions to contact CECPD with this training opportunity information so that we can publicize it on our website to assist providers in locating Tier II training opportunities in Oklahoma. Tier III training is all credit-bearing coursework related to early childhood/child development.  Refer to the "Recommended Listing of Approved Coursework". This credit- bearing coursework is also tied to REWARD Oklahoma program housed within CECPD.  In addition, this coursework assists directors that are trying to meet the Silver and Gold levels of the Oklahoma Director's Credential.
